Scaffold boilerplate superseded by MAINTAINERS.adoc. The removed file carried no SPDX header and attributed maintainership to 'Metadatastician / @metadatastician'; MAINTAINERS.adoc carries the CC-BY-SA-4.0 header and names Jonathan D.A.
