Summary
Release the merged Windows CLI fix (#129) as 0.9.1. Update the package/lock version, runtime-wheel examples and release notes. Native Windows checks now gate publishing alongside the existing Linux suite and coding-runtime contracts.
Test plan
Out of scope
No additional runtime changes. Full native Windows controller portability remains tracked in #130. Existing generated datasets do not need changes for this patch release.
