Closes #10912

Regression of #10671, reintroduced by #10770: the navbar redesign gave .agent-navbar-tile a fixed clamped width and an ellipsis on the name, so names like adjudicator are cut off again.

Fix: keep the #10770 layout, but size the tile to its content (flex: 0 0 auto, max-content name column, no overflow clipping; container-query flex-basis clamps dropped). The .agent-navbar-upnext wrapper already scrolls horizontally, so nothing gets clipped. Contract test updated.

CI is the verdict.
