fix(deps): override smol-toml to >=1.9.0 - #307

markdownlint-cli2 0.23.3 pins smol-toml exactly at 1.8.0, which is in the range of GHSA-r4xh-jqrq-34v2. Add an overrides entry so the lockfile resolves the patched 1.9.x line. lint:md verified green. Adds a
package.jsonoverridesentry"smol-toml": ">=1.9.0"and regenerates the lockfile, so the transitive dev dependency pinned at1.8.0bymarkdownlint-cli2@0.23.3resolves to the patched1.9.1(GHSA-r4xh-jqrq-34v2, quadratic-timeparse()). Same mechanism already used here forbrace-expansion,dompurify,lodash-es,katex.Verified locally:
