Summary

• sdd role route names the role for one item. Rules in .sdd/routing.yaml win, then a single owns or skills match, then the active stage owner. No match prints Ask the human. and does not call a model. That pick is issue [SDD] Model selection by type of work, overridable per role or stage #62.
• sdd role take writes one active item to .sdd/agents/<name>/inbox.jsonl when the bot is under wip and the role is under role_wip. sdd role queue shows those inboxes. A handoff appends the same typed note to both inboxes.
• The software template ships routing.yaml. The host stub no longer maps stage names to planner, implementer, or reviewer. Two named leads ask the human. One named lead in the accepted section still plans when no rule matches.

Epic #58 stays open. This does not start #62.

Test plan

• Router, handoff, team, and agent tests (46 tests) passed.
• tsc --noEmit for core and cli, and biome on packages/core/src and packages/cli/src.
• sdd verify ran pnpm test and recorded exit 0.
• Person records QA. This pack does not record that decision.
