Description

This PR resolves #1015 by automatically keeping provider usage in the footer up to date without requiring manual clicks on the refresh button:

  1. Auto-refresh on turn completion: Added useTurnRateLimitsRefresh hook which monitors active sessions. When an agent turn finishes (session transitions from busy to idle), it triggers a debounced refresh for the specific provider and account that ran the turn.
  2. Debouncing & coalescing: scheduleRateLimitsAutoRefresh in rateLimitsCache.ts debounces per provider:accountId (default 1.5s), coalescing clustered completions (e.g. rapid turns or subagents) into a single request.
  3. Stale refresh on app return/focus: When focusing the window or returning (visibilitychange), if the last rate-limit snapshot is older than RATE_LIMIT_MIN_REFETCH_MS (5 minutes), the footer automatically refreshes.
  4. Periodic background polling: While the app remains open, if the snapshot exceeds RATE_LIMIT_POLL_MS (15 minutes), it refreshes in the background during the 30-second clock interval.
  5. Fallback preserved: The manual refresh button remains fully functional as a fallback.

Testing

  • Added src/features/providers/model/rateLimitsCache.test.ts covering debouncing, coalescing rapid triggers, distinct accounts, and cancellation.
  • Added src/features/sessions/hooks/useTurnRateLimitsRefresh.test.ts verifying that turn completion triggers rate limit reload and ignores non-rate-limit harnesses.
  • Added src/app/shell/UsageFooterAutoRefresh.test.ts verifying end-to-end that turn completion updates displayed percentages without clicking and focus refreshes stale snapshots.
  • Verified existing UsageFooter.test.ts, UsageFooterAuth.test.ts, and UsageFooterProjectAccount.test.ts continue to pass.

Summary by CodeRabbit

  • New Features
    • Rate-limit usage now refreshes automatically after supported sessions finish a turn.
    • Usage can also refresh when you return to the app or focus its window if the displayed data is out of date.
    • Updates are debounced to avoid repeated requests during bursts of activity.
    • The app continues checking for stale usage periodically while keeping the displayed time current.

📝 Walkthrough

The workspace now schedules rate-limit refreshes after supported agent turns. The usage footer also refreshes stale active-provider snapshots on focus, visibility return, and 30-second intervals.

Changes: Automatic usage refresh

Layer / File(s) Summary
Debounced rate-limit refresh
src/features/providers/model/rateLimitsCache.ts, src/features/providers/model/rateLimitsCache.test.ts
The cache schedules forced loads by provider and account. It cancels pending loads when a forced load starts or matching cached data is cleared. Scheduled loads skip fetching when the cache has newer data. Tests cover debounce, account separation, and cancellation.
Refresh after supported turns
src/features/sessions/hooks/useTurnRateLimitsRefresh.ts, src/features/sessions/hooks/useTurnRateLimitsRefresh.test.ts, src/app/App.tsx
The hook records provider and account identity for supported busy sessions. When a session leaves the busy set, it schedules a refresh using the recorded identity. Workspace calls the hook. Tests cover supported and unsupported providers and a model change during a busy turn.
Refresh stale footer snapshots
src/app/shell/UsageFooter.tsx, src/app/shell/UsageFooterAutoRefresh.test.ts
The footer checks active provider snapshots against age thresholds. It refreshes stale snapshots on focus, visibility return, and 30-second intervals. Tests cover turn-triggered refresh, coalesced schedules, stale snapshots, and focus refresh.

Explanation

The description clearly explains the changes, rationale, behavior, fallback, and testing. It does not use the template headings or include the checklist, but the required information is mostly present.

Full details: Linked Issues check

Explanation

The changes satisfy the coding requirements in directly linked issue #1015. useTurnRateLimitsRefresh detects busy-to-idle session transitions and schedules refreshes for the recorded provider and account. scheduleRateLimitsAutoRefresh debounces and coalesces refreshes per provider and account. UsageChips refreshes stale snapshots on focus and visibility return and polls stale snapshots while the app remains open. The manual refresh path remains available. The PR adds tests for scheduling, turn completion, and footer behavior.

Full details: Out of Scope Changes check

Explanation

The changes stay within issue #1015. The cache scheduler, session hook, footer stale-refresh logic, background polling, and related tests directly implement automatic usage refresh and request control. No unrelated change is demonstrated by the reviewed files.

Review comments at @src/app/shell/UsageFooter.tsx:
- Line 303: Update the stale-snapshot check in the rate-limit refresh logic so
aged error snapshots from failed `loadRateLimits` calls are eligible for focus
refresh and polling, using an appropriate retry interval while preserving the
existing age check for successful snapshots.
- Around line 340-341: Update the effect that registers focus and visibility
listeners in UsageFooter to call handleReturn() when the effect installs, so a
remount immediately checks whether the cached snapshot is stale without waiting
for another event.

Review comments at @src/features/providers/model/rateLimitsCache.ts:
- Around line 139-141: Update loadRateLimits and its auto-refresh timer callback
so an intervening forced load cancels the matching scheduled refresh, or the
callback skips loading when that forced load has already refreshed the snapshot.
Prevent the debounce timer from queuing a redundant forced request while
preserving scheduled refreshes that have not been superseded.

Review comments at @src/features/sessions/hooks/useTurnRateLimitsRefresh.ts:
- Around line 32-35: Update the completion refresh in the
useTurnRateLimitsRefresh flow to use the harness and provider account that ran
the completed turn, rather than the session’s potentially switched harness and
cleared account; preserve the busy turn’s provider identity or use the pending
switch’s source identity when calling scheduleRateLimitsAutoRefresh.
