In the admin area the general settings have a huge form designed to have labels left to the input.
As now cat-tag is used as one of these inputs, and needs to be displayed like other inputs.

Cat-tag implements the horizontal property, same as cat-input.
Additional context
Currently a11y is not right for all inputs of the admin settings form, but this will need to be adapted too.
