ci: move to Blacksmith runners - #49

Moves this repo off the self-hosted ARC runners in the core cluster. arm64 throughout: nothing here builds a container image, so no artifact is architecture-specific. release-please, where present, drops to the 2 vCPU runner — it is API calls and finishes in seconds.
