Updates the baked Grounds Runtime plugin in Velocity and Paper from 0.1.1 to the published 0.2.0 release so runtime diagnostics use the shared localized chat format. The generated runtime catalog is fetched with the same version.
Maven publication succeeded: https://github.com/groundsgg/plugin-grounds-runtime/actions/runs/38647486640. CI builds both changed images. This PR does not change GitOps image references or activate the chat-font allowlist. Image release tags must remain coordinated with the injected plugin cohort; the fleet currently tracks
velocity:latest. Agones chat changes are separately waiting for the required review in groundsgg/plugin-agones#87.
