feat: update frappe_restic to v0.2.0

What

Bumps the frappe_restic pin in build/apps.json from v0.1.4 to v0.2.0.

What v0.2.0 changes for a deployed site

• Backup and restore failures now show in every System Manager's notification bell and are emailed to them. Administrator gets the bell only.
• The free-text Notification Recipients setting is gone. Addresses typed there stop receiving alerts; whoever needs them needs a user with the System Manager role. Sites that had it empty start emailing their System Managers on failure.
• Backup settings are edited on the Backup Settings page; the settings dialog on Backup Control is removed.

Nothing in compose.yaml or the site-operation flow changes: the backup, migrate and restore commands are untouched in this release.

Testing

Relying on this pull request's image build and Compose test. The app itself was checked by hand on a plain frappe/erpnext:v16.36.0 bench, not inside this image.
