Make CRUBIT_INTERNAL_RUST_TYPE forward compatible with annotation change

The followup changes the annotation support library and the tool at the same time. The problem is that the support library updates at head for all users instantly, while the tool change isn't in effect until the next crosstool release.

This change ensures that the followup support lib change will be a noop for stable users until the tool change lands in crosstool.
