security(web): require fast-uri 3.1.7 or later - #275

The local release proof for 0.6.4 stopped at fast.audit.dependencies: OSV-Scanner reports GHSA-qw65-cvwx-89v3 and GHSA-58mr-gqgx-xq4g against fast-uri 3.1.6 in web/marketing/pnpm-lock.yaml. The marketing site had no override for it, and web/app's floor was ^3.1.6, which still admits the vulnerable release. Both overrides now require ^3.1.7. audit-dependencies.py passes on this tree.
