Preserve configured Outputter values when CLI overrides are omitted, so WebUI enablement does not reset force_synthesis. Save generated text or structured output to notes/output.md for the Task Report card. Add regression coverage for configuration inheritance, explicit overrides, report persistence, and disabled output. Validation: 57 related pytest tests passed; Ruff and git diff checks passed.
