Reviewed locally as part of the codeql-cli-2.26.3 release (github/codeql-team#4786).
Verified:
- All 183 changed files are routine release bookkeeping (
qlpack.yml,codeql-pack.release.yml,CHANGELOG.md, change-notes) — no stray code changes. - All 42 packs have
qlpack.ymlversion =lastReleaseVersion+ 1 patch, and all retain the-devprerelease tag. - Non-patch bumps are correct:
actions/ql/lib0.5.0 (breakingSelfHostedQueryremoval) andjavascript/ql/lib2.9.0 (file-scoped models). - Unreleased change notes correctly consumed into
change-notes/released/; no change notes landed onmainsince the branch cut, so nothing is lost by the merge. - The
CPP Integration tests Linuxfailure was an infra timeout; it passes on re-run. All 101 checks green.

This PR merges back all of the changes from the release of codeql-cli-2.26.3. And it bumps the version version strings in semmle-code in preparation for the next release of 2.26.4.
