Hare ignored Conversation pings like `@hare-bot please re-review`.
It now handles `issue_comment` and `pull_request_review_comment` when the body mentions `@hare-bot`, loads current HEAD, and queues a forced review.
GitHub webhook events must include Issue comments (and Pull requests).
