Problem
giantswarm/giantswarm#38683 decided the fate of this ledger's version-pin file, whose Reason named a nancy step the line does not have and credited x/net v0.61.0 with two CVEs that v0.60.0 fixes.
Change
require-golang-org-x-net-v0-61becomes to-file: the x/net v0.61.0 commit is not replayed at the next re-pin, and the Go pin is reshaped to atoolchain go1.27.3line for a one-line PR on agent-substrate/substrate after the kagent one, with the drop as its fallback. The header carries the decided fields underupstream:(class, destination, first step, source, test, re-check, owner, draft and decision comment); the Reason names the real gates and the History gains the dated sentence naming the decision.
