components.substrate{,-crds}.versionRange is >=1.15.0 <1.16.0, whose
atelet counts each actor's DNS queries (ate_actor_stats_dns_queries_total);
the worker image follows to ateom-gvisor:1.15.0. components.kagent{,-crds}
.versionRange is >=1.17.0 <1.18.0, the 1.17.0 release without its
candidates. The BOM pins both floors.

Problem
Substrate 1.15.0 counts each actor's DNS queries (giantswarm/substrate#475, giantswarm/giantswarm#38073), but
components.substrate{,-crds}.versionRangeadmits>=1.14.0 <1.15.0, soate_actor_stats_dns_queries_totaland the actor DNS alert built on it have no data on installations.Change
components.substrate{,-crds}.versionRangeis>=1.15.0 <1.16.0; the kagent WorkerPool's worker image follows toateom-gvisor:1.15.0; the BOM pins 1.15.0. Substrate 1.15 stays on 1.14's upstream pin and changes no persisted format: the count travels between worker and atelet only (WorkloadStatsSample.dns_queries); no CRD, Postgres schema or snapshot layout differs (Substratedocs/upgrade.md, "The 1.14 to 1.15 step").verify-worker-imagerecords 1.15 on the same upstream.Proof
Lab in the production shape (agent-platform 4.148.0, Substrate 1.13.1, kagent 1.17.0-rc.4):
substrate-step-test 1.13.1 → 1.15.0: PASS (8 stages, 5m29s, under a drain)
The conversation and the durable volume survive the step; no migration is needed.
