Just tested it, you need to create the file python/configs/deepseek-ai/DeepSeek-V2.5.json so that it can load the FIM tokens. I get an error otherwise. Probably an empty file is enough, because your code seems to not use the fill_in_the_middle function anyway.

I could not test it further, because I don't have access to this API. I cannot register without providing my private cell number, which I don't want to do.
