Release Pitstop v1.2.0

Prepare v1.2.0 with municipality discovery and explicit province/ISTAT-ID selection for charger searches. Charger locations use OSM administrative centers, invalid input fails before fetching, and search results expose coverage and cache timestamps.

Fuel queries reuse parsed data without mutating shared results. Cache handling, price freshness filters, official tariff links, structured MCP output, and the ClawHub skill are updated. Release builds verify that the tag, package, and runtime versions agree.

Validation:

• 103 tests passed on Python 3.10 and 3.12.
• Installed CLI and real stdio MCP checks passed with MCP 1.12 and current 1.x.
• Fresh v1.2.0 wheel installation without optional dependencies passed.
• All 16 recipe and 24 task commands parsed; changed workflows passed actionlint.
• Bolzano diesel and public fast-CCS searches were exercised against public data; replacement tariff URLs returned HTTP 200.
