+# Protest/riot regulations
+

+## Overview
+
+This design document aims to add new regulations that concern protests, riots and even revolts. As there it is likely we will see more protests with the addition of unions into forky it is good to ensure security has in character regulations and protocols to deal with these.
+
+## Background
+
+Although these regulations cover more than protests it will be named "Protest Regulations" as an all incompassing term including protests, riots and if anarchy breaks out revolts.
+
+The following regulations will all have their own places
+Station regulations (starting at "Station regulations" and ending at "Legal enforcement Protocol") should be placed in the guidebook at about the same place where alert level expectations are.
+Legal Enforcement Protocol is the security facing protocols for protests and riots (starting at "legal enforcement protocol" ending at "Command Training Manual") would all be a child of the STM guidebook entry
+Everything below "Command Training Manual" Is command facing protocols incase a revolt breaks out and how to properly declare a Revolt in Progress, this also includes "Executive Orders" which are special actions with extraordinary power that can only be enacted for a revolt in progress and are NOT intended to be used for anything else. This entry would the the child of the CTM (or forky equivalent) in the guidebook

+
+### Definitions:
+
+1. Protest: A non-violent, non-destructive gathering with clear, reasonable demands.  
+2. Riot: Any gathering that escalates to the point of becoming potentially physically harmful to the crew, or the station’s operational security.  
+3. Revolt: A concerted, organized effort to overthrow NanoTrasen authority by means of force.
+
+# STATION REGULATIONS:
+
+### Lawful Protests:
+
+Crew are authorized to form peaceful gatherings in order to voice concerns about their workplace environment. A protest is only authorized and considered lawful if:
+
+1. The protest does not impede departmental or station functions.  
+2. The protesters have a list of clear, reasonable, and achievable demands.  
+3. The protesters designate a leader to list their demands, and to be held accountable for the protest’s actions.  
+4. The protest does not, at any point, turn violent or break any laws in the process.
+
+NanoTrasen does not guarantee that all or any of a protests demands are met, but it will ensure that the crew’s concerns are heard, and properly deliberated on before reaching a conclusion.
+
+Crew are recommended to organize with local Union representatives to help organize gatherings and voice any concerns they may have.
+
+# LEGAL ENFORCEMENT PROTOCOL:
+
+In many cases, the crew may become unhappy with the current state of affairs. The crew may create gatherings to voice their dissent, in order to make demands to NanoTrasen. Security is responsible for overseeing these gatherings, ensuring that they do not grow out of proportion, and handling them if they do.
+
+A peaceful gathering that acts in accordance with NanoTrasen Regulations regarding Lawful Protests is to be allowed with oversight. Security should follow Protest Oversight Protocol when handling such protests.
+
+If a gathering poses a serious threat to the crew or station operations, and/or if crimes are committed during a protest, it should be declared a Riot, and Security should engage with Riot Control Protocol.
+
+In cases of dire civil unrest, the crew may attempt to undermine NanoTrasen’s authority upon the station. In these cases, Security Personnel should defer to the orders of the Captain and the Commandant regarding Revolt Protocol.
+
+### Protest Oversight Protocol:
+
+* Delegation:  
+  * The Commandant should assign an appropriate number of officers as designated overseers, who should equip themselves in approved riot equipment.  
+  * One officer should be designated as the Ranking Officer, who will be in charge of communicating to Command about the state of the protest, as well as making official announcements about Security actions and legal declarations.  
+  * The Commandant should organize with the Executive Officer in order to designate an Internal Affairs Agent as a Negotiator. In the absence of an IAA, the XO may act as Negotiator.  
+* Control:  
+  * Officers should confine the protest to a single area using their holobarriers and riot shields, awaiting orders, and ready for any potential escalation.  
+  * Any parties not with the protestors should be clearly separated. Any crew who fails to heed these warnings will be considered a member of the protest.  
+  * Protestors should not be physically restrained or impeded, but clear verbal commands should be given to keep the gathering civil.  
+* Negotiation:  
+  * The Negotiator is to communicate with the protest’s organizer in order to learn their demands, and relay this information to the Captain and XO.  
+  * Negotiations are to maintain NanoTrasen’s best interests in mind, and attempt to placate the protestors before conceding to any terms.  
+  * The Negotiator has no authority to make any promises, and should get explicit permission from their superiors and involved parties before officially agreeing to any terms.  
+  * At some point, the Negotiator may formally declare their “Final Offer”. If the Protesters refuse to accept this Final Offer, the Ranking Officer should proceed with declaring the protest an Unlawful Assembly.  
+* Escalation:  
+  * The Ranking Officer holds the authority to declare a protest an Unlawful Assembly. A protest is considered Unlawful if any of the following conditions are met:  
+    * The Protesters fail to list their demands and/or designate a leader for negotiations.  
+    * The Protesters are excessively rude, or uncooperative with the Negotiator.  
+    * The Protesters refuse to accept the terms of the Negotiator’s Final Offer.  
+  * Upon declaring a protest an Unlawful Assembly, the Ranking Officer must:  
+    * Clearly announce to the whole group that the protest has been declared Unlawful.  
+    * Formally order the dispersal of the protest, while directing the protest’s organizer to a Lawyer to proceed with discussing their terms in court.  
+    * Give a reasonable amount of time for the protesters to gather their things and disperse.  
+  * The Ranking Officer holds the authority to declare a protest a Riot. A protest becomes a Riot if any of the following conditions are met:  
+    * Any participants of the protest become violent or destructive to the station.  
+    * Any participants of the protest commit a Misdemeanor or higher level crime.  
+  * Upon declaring a protest a Riot, the Ranking Officer must:  
+    * Clearly announce to the whole group that the protest has been declared a Riot.  
+    * Formally order all involved that they are under arrest for Rioting, and follow Riot Control Protocol to contain and arrest all involved.
+
+### Riot Control Protocol:
+
+* Contain:  
+  * Security should use less-lethal methods such as flashes, tear gas, and nightsticks to suppress violent actions.  
+  * Should rioters attempt to run or fight back with lethal weaponry, Security is authorized to use lethal weaponry to neutralize those involved.  
+* Arrest:  
+  * All rioters should be arrested, and charged for Rioting, as well as any other crimes they may have committed during the riot.  
+  * The organizer of a protest/riot is considered responsible for the crimes committed of all involved.  
+* Escalation:  
+  * Should the Riot expand beyond a centralized location, or prove themselves to be a threat to NanoTrasen Authority as a whole, the Captain should proceed with Revolt Suppression Protocol.
+
+### Riot Equipment:
+
+* Security should equip themselves with riot gear when dealing with protests or riots, and refrain from using any highly lethal weaponry.  
+* Riot Gear Includes:  
+  * Nightsticks  
+  * Flashes  
+  * Riot Armor  
+  * Riot Shields  
+  * Tear Gas  
+  * Flashbangs
+
+# COMMAND TRAINING MANUAL:
+
+### Revolt Suppression Protocol:
+
+In the extreme event of a station-wide revolt occurring, the Captain may officially declare a revolt in progress. NanoTrasen would like to emphasize that declaring a revolt is not a power that should be used lightly, and should be reserved when only the most dire measures are needed to maintain control of the station.
+
+* Declaration:  
+  * A Revolt can be declared under any of the following circumstances:  
+    * A significant number of crew have taken up arms in order to defy or undermine NanoTrasen’s Authority aboard the station.  
+    * A significant amount of the crew has failed to comply with direct orders from NanoTrasen Central Command.  
+    * A declared Riot escalates to uncontained violence in multiple parts of the station.  
+  * The Captain is required to openly declare a revolt in progress, and state which Executive Orders, if any, are invoked at this time.  
+* Suppress:  
+  * Security Personnel are to fully arm with any necessary equipment, and follow the orders of the Commandant and Captain to restore order to the station.
+
+#### Executive Orders:
+
+* Martial Law: Security Personnel are to suspend all normal Legal Enforcement Protocol and answer directly to the Commandant and Captain in order to regain control of the station by any means necessary.  
+* Shelter in Departments: Crew are ordered to shelter in their assigned departments, or in the Bar if a civilian. Five minutes after this declaration, hallways and maintenance will be considered Secure Areas.  
+* Authorization for Execution of Instigators: Security Personnel are authorized to summarily execute the organizers of the revolt without trial.
+
+Revolts mean a total breakdown of order, do whatever you have to do to secure our station, captain. 
+
+

+## Administrative & Server Rule Impact (if applicable)
+
+Martial law is being debated by the admins, will update this if i get updates on it.
+
+## Technical Considerations
+
+This would purely consist of YAML additions, and this section of the guidebook would be made a child of the Security Training Manual
+
