This is a separated PR from the SOP Workgroup containing the design document and contents of Article 3 of the NCLR.

Filled out the Title section
Created a basic skeleton for the Features to be added section
Set the technical considerations section to mention it's just yaml
Copied the template, one for each article
Added the Article files for each article
Initial writeup for regulations.

Some suggested fixes and changes.

7. to ensure that at least one person is handling personal mail delivery, should the mail teleporter be turned on.
8. not to order non-essential items using the station's supply account, unless otherwise authorized by the Quartermaster.

Salvage Specialist is currently planned to be disabled indefinitely (see: Forky Readiness: Salvage Removal), therefore no SOP for the role is necessary.

Got it, will remove.

1. The actual disposal may be handed off to a Scientist.
3. permitted to change the onboard artificial intelligence’s laws, permitted they receive approval from the captain.
4. In conjunction with the Chief Engineer, ensure telecommunications is properly maintained.
5. to decommission the onboard artificial intelligence at the end of the shift, ideally securing it to an Intellicard.

The Research Director does not have access to Telecommunications as a standard, this article should be moved to the Chief Engineer's SOP.

The procedures for the Research Director are presently too easy to follow. As is, these articles offer little opportunity for procedural breaches to investigate and litigate.

Carrying on from my comment on line 20, Security should be explicitly made by SOP to enforce firings made by heads of staff, as is necessary.

2. ensure that the distribution air is a steady mix breathable for a majority of species on the station.
- a. This should be completed within ten (10) minutes of shift start.
3. ensure that power is supplied to the station.
- a. Initial engines should be online within twenty (20) minutes.

Got it, will change.

1. ensure that all approved orders are delivered within fifteen (15) minutes of being approved.
2. deny all requests for security equipment unless the proper requisition form is submitted with the Head of Security’s stamp.
3. ensure that any requests for non-standard equipment are either authorized by the order's Head of Staff or approved by the relevant Head of Staff for the order in question.
4. ensure that materials collected by the salvage team or produced by botany are distributed to departments based on their need for materials.

1. ensure all public parts of the stations are properly maintained according to Nanotrasen Cleanliness Regulations.
2. report any damage to the station to engineers as soon as possible.
3. assist any department with cleaning within 15 minutes of the request being made.
- a. Janirots should ensure that any cleaning made to a department is done in accordance with the relevant regulations.

Command SOP:

Executive Officer: This really just is the HOP, but renamed. Is it worth renaming? Dunno how much art and spriting would be required.

HOS:
Feels like some of this specific gear stuff could be folded more directly into Warden SOP, which generalizes into HOS making sure that is followed well.

Calling out unions specifically is awkward. There are a lot of threats. Just talk about monitoring and defending against threats both external and internal. Cleaner.

Still feel that cutting HOS out of the chain of succession is strange.

RD:
Add bits about the RD being in charge of ensuring that silicon resources are properly behaving and productive assets to the station.

RD better be policing the silicons. Borg freedom fighters worst enemy.

I feel like carding the AI is something that's unneeded in SOP. It's just done for meta reasons. It doesn't really make sense to card the AI and bring them to CC at all.

QM:

What form for sec gear?

Remove the bit about production sources. Just talk about the overall task of organizing station logistics and resources. The sources are surplus info.

Hospitality Direction:

I'm still of the opinion that this is unneeded, and we should instead force the HOP to do a real job, and monitor service.


NTR: seems alright.


General Crew:

Assistant: Mentions HOP role.


Security:

Warden: This SOP is in conflict with article 1, which wants the Warden to be a field command officer. Should examine the actual direction of warden.

Detective: "Avoid performing normal officer duties unless absolutely necessary." Dunno about this language. Their first priority should be doing detective stuff of course, but this is a little too far imo.

Cadet: Cadet's shouldn't have to request their own partner. Command should have general SOP about training their interns.


Legal:

Judicial Officer: Sure

IAA: Seems okay, but this seems a bit overloaded with the stuff they also have in Article 1.

Lawyer: Sure.


Logistics:

Cargo Tech: Seems okay, but this will shift a lot based on how we evolve on script implementation

Salvage:

not permitted to hand over contraband found on expeditions to the crew.

Change this to, it should be handed over to security.

Botanist:

The CMO often might be as relevant as the Quartermaster in regards to experimental plant distribution. Not sure about the produce charging bit. Just a thing we'll have to feel out as Script is actually tested.


Engineering:

This should be made a bit more annoying for them.


Medical:

Doctor:

  1. to ensure the proper and effective treatment of all injuries sustained by the crew.
  2. required to treat any crew who are admitted to the medical bay.

This doesn't work with script. Some people are getting denied healthcare, and we shouldn't write SOP assuming everyone will get it.

Chemist:

  1. ensure that the medical bay is stocked with medication to handle Brute, Burn, Airloss/Bloodloss, and Toxin damage.

Not a fan of directly listing game damage types like that. Just say general purpose suite of medicine or something.

What counts as an experimental mix? This isn't like botany where there is actual gambling. Chemists know what they are making.

Should chem charge rates vary between medical supply and general crew supply? What about Botany also?

We need to formalize what the chemical metashield actually is, as it's kind of not written down officially.


Science:

Science should narc on any borgs that are acting weird.


Service:

Clown: Move the clown exemption clause away from space law and back to SOP

Most of the major issues I have have already been commented on. However, I still do have a few requested changes that haven't been caught yet.

Also, as a general grammar pass, please make sure:

  1. All player-facing text is spelled correctly in American English. (Stuff like the design doc can be in any variant of English, but should be spelled correctly and consistently too.)
  2. You use punctuation correctly (some lines do not have a full stop at the end.)
  3. You capitalise job titles and departments (however, do not capitalise "lawyer" when referring to general legal counsel or representation rather than the specific position).
  4. You refer to the "Commandant", not the "Head of Security", the "Executive Officer", not the "Head of Personnel", and the "Magistrate", not the "Judicial Officer".
  5. You use a consistent method of prefacing subpoints. Numbered points, lettered points, dot points, and dot points followed by letters are used interchangeably here for that. I would just use lettered points with no dots throughout the whole document for subpoints.

Given the terminology used in funky-station/forky-station#183, I would just change this to "Civilians:"

Also optional but I would move this to the bottom to reflect the ordering of departments across the rest of the game.

Honestly I think Security SOP would work better as something simplified and built into the corporate agreement contract (see #131) rather than being SOP directives into their own right. Regardless, you'll have to consider the new Security jobs that came with that as well.

@Teasq is going to add a separate Courier/Mail Carrier role. It's going to need its own section, and the section for Cargo Technicians should be amended appropriately.

I believe a mime's vow prevents use of an AAC tablet anyway, so using one is an indication they've broken their vow. This should also be the case for writing, but it isn't for some reason (I tested, and will fix at some point if someone else hasn't). Either way, I feel like SOP point 1 should ban the violation of a mime's vow and have speaking, writing, and using an AAC tablet as examples of proof a vow has been broken under a subpoint. Point 2 can be for stuff like writing words on the floor with a crayon (it would be better to just blacklist all the letters from being writable by mimes but that would be a whole other thing).

Lawyers are no longer part of IA department. They're Civilians, but unlike Assistants, I don't think they need SOP at all. They're basically working for themselves.
