CHANGELOG: the 0.2.1 section becomes 0.3.0 with hadolint 2.15.1 - #80

The hadolint 2.15.1 catch-up merged before v0.2.1 was tagged: six rules that change the output are a minor, so the section is 0.3.0 and lists them, the ten rules that follow upstream's current behaviour, the shell and Ignore-severity changes, beside what 0.2.1 already carried. sdk.AllRules's comment counted 65 rules; it names none now. ✅ at 16e54b3: the 0.2.1 section becomes 0.3.0 with #78's work, and nothing since v0.2.0 is missing.
🔍 Checked:
- v0.2.1 was never tagged (tags: v0.2.0, v0.1.0), so the section moves rather than a new one opening; six new rules and ten whose output changes are a minor.
- Added: DL3056 and DL3063–DL3067 are the six #78 implemented;
internal/rules/at main holds 71dlNNNN.gofiles, the "71" the entry names, and the 2.15.1 tarball has 71 rule sources. - Changed: the pin and regenerate-and-diff lane (#75), the ten rules exactly as #78's commits describe them (I checked those ports against hadolint's sources when reviewing it), the shell variable rendering, the Ignore-severity move; 0.2.1's primordium v0.12.0 line kept. Fixed: the sixteen messages, kept.
- Since v0.2.0: #64–#67, #69, #74 are Renovate, limen and tools; #71 CI; #72/#76 the messages; #73 the earlier section; #75 and #78 the content. Nothing user-visible is left out.
sdk/rules.go: "all 65" → "every implemented", which cannot go stale again. Section order is Keep a Changelog's; no compare links, so no 404 for the links lane. One commit on current main.
📝 2026-10-08 is the tag date if @apostasie tags at the merge, as the body says; the header follows the tag otherwise.

🎯 Why
#78 (hadolint 2.15.1: six new rules, ten changed) merged before v0.2.1 was tagged. Rules that change the output are a minor, so the release is 0.3.0 and the CHANGELOG section moves with it, the last one under the hand-written file (limen v0.9.0 C4).
