The owner listens on the phone and watches on the desktop, and wants the desktop to show who is speaking. This pins that a device whose sound is elsewhere (muted audio elements) still lights the speaker's tile. Passes on Chromium; it did before this PR too, so the missing highlight on the owner's desktop points at that person's audio not reaching it, not at the detector.
