Adds a separate unsigned, ephemeral repository navigation MCP server with explicit refresh, exact token searches, byte-accounted responses and single-use pagination. Signed context v1 remains unchanged. Includes the signed-cache dogfood harness and documented trust/coverage limits. Verified locally: npm run check (100 tests and independent package checks), both benchmark gates, and actual Codex MCP use beyond 8 KiB. Claude connection passes; interactive Claude use and inference savings remain unverified.
