Adds scanBounds.maxFilesHit/maxDepthHit without changing quotas, filesSkipped semantics or signed records. Surfaces flags in dogfood stdout and persisted receipts, and clarifies candidate-record omissions versus repository coverage. Six new regressions; npm run check passes 106 tests and independent package checks, both benchmark gates pass, and real harness flags/persistence were verified. Implementation came from one accepted Ollama Flash request (16,147 reported tokens), no repair. Claude actual-use check was refused by its weekly quota (HTTP 429); connection remains healthy but acceptance is not claimed.
