Dracula ability doesn't work when loading a save

The Dracula ability the one where you get +1HP permanently per kill doesn't really work but for some reason it works when you find another Dracula ability and stacks on top of each other and it works fine after that until you load a save again : )

I have had similar issues, with some craftable items not unlocking, until you get another one, and then it will stack & unlock & work fine from there.
