Owner milestone decision per the FEP-0019 review (flagos-ai#19) and the 2.2 release tracking issue (flagos-ai#47): the remaining seven Wave 1 packaging PRs are planned to land before the 2026-08-31 code freeze.

Owner milestone decision, following up on the review conclusion in #19 and the 2.2 release tracking issue #47.
Target Version:FlagOS TBD→FlagOS 2.2(code freeze 2026-08-31, release 2026-09-28).Assessment behind the decision: Wave 1 stands at 4/11 merged (FlagCX#476, FlagTree#607, FlagAttention#31, FlagSparse#12); of the remaining seven, three are CI-green and pending review (FlagGems#3418, FlagDNN#1, FlagBLAS#1), and four are in progress (FlagScale#1205, FlagQuantum#4, FlagTensor#4, FlagAudio#2). All seven are planned to land before the 2026-08-31 code freeze; risks will be raised early in #47.
