Update version requirements across all podspecs in the repository to
match the updated minimum dependency ranges from Package.swift:
- Promises: >= 2.4.1, < 3.0
- GoogleDataTransport: >= 10.1.1, < 11.0
- GoogleUtilities: >= 8.1.3, < 9.0
- GTMSessionFetcher: >= 4.0, < 6.0
