Overview
This PR introduces the create-ruby skill, which enables the AI agent to scaffold a fully functional Ruby API workspace from a pre-defined GitHub template. The skill automates the entire setup workflow — from checking system prerequisites to installing gem dependencies — so users have a ready-to-run Sinatra API in one guided flow.
