Strips the agent automation down to the Claude Fable 5.1 review of task PRs (claude-review.yml).

Removed:

  • claude-implement.yml: the Opus implementer started by the claude:implement label.
  • The fix job of claude-review.yml: there is no automatic fix after VERDICT: CHANGES_REQUESTED.
  • claude-pipeline.yml: the CI-fix rounds, the auto-merge on green CI + VERDICT: APPROVE, and starting the next task.
  • claude-triage.yml: starting the next task once the found-by-agent issues are triaged.
  • Every place that added the needs-owner label.

Kept: the review still runs on task/** and claude:pr PRs and posts its VERDICT: line. It no longer blocks anything or triggers anything. The owner merges by hand and starts the next task.

AGENTS.md (GitHub workflow, environment, layout) is updated to match. Comments in Documentation.yml and DocPreviewCleanup.yml that mentioned the pipeline are reworded. DocPreviewCleanup.yml keeps its workflow_dispatch trigger for manual use.

Not touched: .github/scripts/pr-verdict.sh (the review still uses it for its log; its --count-changes-requested mode is now unused), the repository variable CLAUDE_AUTOPILOT, the secret CLAUDE_GH_PAT, and the labels claude:implement, needs-owner and triaged. These can be deleted in the repository settings if wanted.

Remove the automation around the review: the implementer
(claude-implement.yml), the review fix job, the pipeline's CI-fix rounds and
auto-merge (claude-pipeline.yml), the task chaining after triage
(claude-triage.yml) and every `needs-owner` labelling. The owner merges by
hand and starts the next task. AGENTS.md describes the new workflow.
