Rotation not applied on preview on initial load #455

What Happened?

Introduced by #450
Example : My three displays are rotated. The one in the middle upside-down, the ones on the sides (counter)clockwise. When I open the Display settings, none is shown as rotated. The values in the dropdown are good, but no respected. If I edit the rotation or the scaling, the previewed rotation is now the correct one for the display modified. When I apply changes, the preview is all wrong again.

Steps to Reproduce

1. Open "Displays" settings
2. Rotate a display
3. Apply : The previewed rotation is reset to none
4. Close, restart the settings app
5. And open "Displays" again : The preview rotation still does not respect its actual value

Expected Behavior

The preview should correspond the actual rotation values set
