Summary

  • The refresh job creates the catalog commit through the GitHub API, with no author and no committer, so GitHub verifies it as the Actions bot.
  • A local unsigned commit can no longer land on the pull request, which is what blocked the Monday squash.
  • The job stops before opening a pull request if that commit is not verified.

Test plan

  • CI passes
  • After merge, close the unsigned catalog pull request and run the refresh workflow
  • The new catalog commit is verified, and the squash merge succeeds

main rejects a squash while the pull request commit is unsigned. The refresh job now creates that commit through the GitHub API, which verifies it as the Actions bot.
