Applies the AI usage backend refactor patch. This splits provider-specific AI usage collection into backend modules, adds shared session storage, and updates the applet and hook entrypoint to route through the backend registry.
Validated with focused AI usage tests, ruff check, ruff format, and ty check for the touched package.
