🧹 [Code Health] Extract tmp_path_for into shared utils module

🎯 What: Extracted the duplicated tmp_path_for function from catalog.rs, pipeline.rs, and quality.rs into a new utils.rs module.
💡 Why: Improves maintainability by removing code duplication. The function now accepts a fallback default_name string to support the different names previously hard-coded in each file.
✅ Verification: Ran cargo check, cargo fmt, cargo clippy, and cargo test successfully. Note: To get the build working due to an upstream rustc / libsqlite3-sys issue, I downgraded rusqlite to 0.31.0 which avoids the cfg_select error.
✨ Result: tmp_path_for logic is centralized, reducing duplication and improving DRY principles.
