This PR successfully adopts Node 24 across all maintained workflows and establishes the toolchain contract. The implementation is consistent and includes appropriate regression guards. No blocking issues identified.

## Outcome Archives completed track #224 after formal review and verified implementation merge #230. - records phase checkpoints and final review - moves the track to the Conductor archive - updates registry, index, roadmap, and deterministic mapping paths/state - preserves external Renovate/Codecov/publication gates without making them release requirements ## Evidence - updated main revision 4417398 is green for CI, workflow lint, Linux/macOS/Windows skill validation, and CodeQL - local sync, portable/host validation, lint/type/format, 76 tests, integration, coverage floors, and audit passed - live reconciliation: 159/159 nodes, no issue/membership/relationship drift Track: #224 Final phase: #229 --------- Co-authored-by: Dylan Mordaunt (ISLHD) <Dylan.Mordaunt@health.nsw.gov.au>
