It aims to change less code while also targeting the specific UX interactions relevant to each work flow, i.e., we maintain one interface for pre-push validation (where interactive -- less precise -- checks can land) and one for CI (where interactive checking never occurs). This matches more closely what was done with the changes collection system (and expands on the edgchanges library leveraging it to handle small amounts of "commit validation" as well).
This adds additional unit testing around commit subject validations and streamlines the development tools testing (intentionally excluding AcknowlEDG Forge due to its expanded dependency set, perhaps until a later date, if ever).
Summary by CodeRabbit
Chores
Commit messages are checked for an accepted format before pushes and in automated checks. Invalid messages and disallowed merge commits cause checks to fail.
Pending change-entry checks remain separate from dev-tools tests.
Dev-tools tests run automatically on relevant pushes and pull requests.
Build and validation checks also run for merge queue entries, with more restricted workflow permissions.
No actionable comments were generated in the recent review.

Walkthrough
The change adds shared commit-message validation, a Git-range checker, and GitHub Actions workflows for commit checks and development-tool tests. It also updates existing workflows with merge-queue triggers, read-only permissions, or disabled credential persistence.
Changes: Commit Message Validation
Layer / File(s)
Summary
Message validation and pre-push integration .git-hooks/pre-push.py, dev_tools/pylibs/edgchanges/__init__.py
The validator checks message line breaks and final subject tags. The pre-push hook passes each full message to the validator and exits with status 1 when it reports a problem.
Git-range checker and tests dev_tools/bin/edg-check-commit-messages, dev_tools/tests/test_edg_check_commit_messages.py, dev_tools/typecheck-python.sh
The checker reads commits from selected Git revisions, reports invalid messages and disallowed merge commits, and returns a failure status when violations occur. Tests cover message validation, merge handling, and unusual message contents. The type-check script includes the checker.
Commit checks and development-tool test workflows .github/workflows/commit-messages.yml, .github/workflows/dev-tools-tests.yml, .github/workflows/changes-fragments.yml
A workflow checks commit ranges for pushes, pull requests, and merge queue entries. Merge commits are allowed only when the repository variable is exactly true. A separate workflow runs development-tool tests. The Changes workflow no longer runs those tests and retains its pending-entry checks.
CI Workflow Settings

Summary
Workflow triggers and permissions .github/workflows/build-and-test-ci.yml, .github/workflows/strict-build-check.yml, .github/workflows/typecheck-python.yml
These workflows add merge-queue triggers and read-only contents permissions.
edgcpp/compiler#315: Both changes update the pre-push hook’s commit-policy failure handling.
Suggested reviewers:darkarc
Merge Risk: Minimal · up to 0dff0
The previously identified typecheck and push-range failures are addressed. No demonstrated issue currently blocks merging.
Security architecture risk: Low · up to 0dff0
The new validation runs with read-only permissions and without persisted checkout credentials. Deployment authority is not expanded, and inspected failure paths return unsuccessful status. No introduced security defect was identified, but external enforcement and runner cleanup settings remain outside the assessment.
Retained concerns
No architecture-level concerns identified.
Security review details
Security Blast Radius
inferred — Contributor-controlled messages and repository tooling enter the new validation job. The inspected authority is bounded to that job's execution and validation result: the workflow does not bind deployment secrets or invoke deployment workflows.
Trust Boundaries and Controls
observed — The workflow executes repository-controlled checker code, rather than an independently trusted authorization service. Read-only permissions, disabled credential persistence, and the absence of deployment secret bindings limit the authority of that execution path.
Resilience and Maintainability Implications
inferred — The validator reads Git objects and emits diagnostics without updating remote repositories or shared configuration. Repetition, concurrency, or interruption therefore introduces no checker-owned persistent transition requiring rollback. Forced-cancellation cleanup by the runner remains outside the inspected source.
