[1649] Add support for publishing representations with libraries

This PR is in draft mode until eclipse-sirius/sirius-web#6109 is merged and available in SysON.
This PR needs to be slightly adapted once 2025.12.6 is available in SysON

This PR should be merged once eclipse-sirius/sirius-web#6109 is available in SysON, otherwise it is not possible to verify that the representations can be opened in the library workbench
