Publish Server 2.1.1 with qualified capacity fixes

Summary

• advance the authoritative Server identity to 2.1.1
• advance the Helm chart to 0.1.76 for the new application image
• synchronize Docker Compose, Kubernetes, Helm, and discovery consumers

This publishes the already-reviewed capacity and isolation corrections merged by #110, #112, #115, and #117 so downstream Cloud qualification can use an immutable public image.

Verification

• source-release generator check and unit tests
• Helm release helper tests, source validation, and monotonic version check
• public-boundary and whitespace checks
