chore(license): rotate runtime development credential

Refresh the bundled localhost runtime development credential in the CLI and the shared Viewer/render preset. The new credential was issued on 2026-10-08 and expires at 2027-01-08 16:00 UTC (2027-01-09 00:00 Asia/Shanghai); source comments now record that exact expiry and retain the 90-day rotation policy.

Validation completed:

• Verified the downloaded credential with the installed SDK's UniverLicensePlugin and getLicenseInfo (valid: true).
• Before replacement, ran the built CLI's complete Local Univerfile/Gateway/Viewer workflow with the new credential, including editing, all five Unit screenshots, PDF, and Office import/export.
• pnpm check after replacement, covering formatting, lint, typechecks, locale checks, builds, tests, the real built CLI/Gateway/Viewer/runtime worker/browser workflow using the bundled default, and package contents.
• Confirmed rebuilt CLI and Viewer artifacts contain the new credential and no old credential.
• git diff --check.
