This PR ports #7431 from nightly to main, updating the Azure Linux 4 base images to the following:

  • mcr.microsoft.com/azurelinux/core:4
  • mcr.microsoft.com/azurelinux/core:4-distroless-minimal

Port #7431 from nightly, source commit b79fdb9, preserving main product versions and image sets.
