Code Review
This pull request updates the licensing of the DORA site from CC BY-NC-SA 4.0 to CC BY 4.0. The changes are applied to the footer layout, the theme configuration (theme.toml), and the corresponding Playwright test assertion. I have no feedback to provide on these changes as they are straightforward and correct. Since there was no coffee humor or puns in the reviewed changes, here is a quick joke: Why did the espresso keep checking its watch? Because it was pressed for time!
