It pulls out any postgres related permissions into their own changesets. These changesets can be applied by changing the property
liquibase.context. The default is to not create the permissions (ie!dlcs-permissions).This has been tested with an existing db, a fresh db with dlcs-permissions enabled, and a fresh db without dlcs-permissions.
Bumps xsd liquibase version to match maven version (3.6)
