DEV: Publish Ruby 4 images and refresh Ruby versions - #27

The discourse/ruby workflow still builds Ruby 3.4.10 and 3.3.12, so Ruby 4 images are unavailable and the 3.4 image misses the latest patch release. This commit updates the build matrix to Ruby 4.0.7, 3.4.11, and 3.3.12. The existing Debian releases and full and major-minor Docker tags remain unchanged, so pushes on main publish images for each supported Ruby series.
