Bump react, react-dom, @types/react and @types/react-dom to v19. Fix the type errors introduced by the React 19 types: - import JSX from react (the global JSX namespace is removed) - type hook refs as RefObject<T | null>, which is what useRef<T>(null) now returns - give Slot's isValidElement a props type (ReactElement props now default to unknown)
React 19 passes ref to function components as a regular prop, and forwardRef will be deprecated in a future release. Every component already spreads rest onto the element that received the ref, so dropping forwardRef is enough. Heading keeps its HTMLElement ref type with a cast because it renders either hgroup or div. Also use popoverTarget in the LanguageSelector story, which React 19 recognizes as a DOM property.
Update the tech stack to React 19 in README, getting-started and AGENTS.md. Add docs/using-with-react-v18.md describing the changes needed on React 18 (forwardRef, hook ref types, popovertarget) and link it from README and Storybook. Add React version rules to component-rules.
