Adds native input/output agent evals (Arize-style, in-product). Edge-owned: D1 (eval_datasets/runs/results) + api-edge routes + a resumable runner that drives the public /v3 API via an org token — so it's runtime-agnostic (flue, langgraph, etc.) with zero sessions-api changes. Code scorers: contains/equals/regex/outcome/tools/max_cost. UI: an Evals tab on AgentDetail to author datasets, run a suite, and drill into per-example scores/output/cost. Runner backstopped by a 5-min cron (no DO).
