status checks after opening the PR (a ~15 min watch loop with a follow-up
fix-commit cycle). In OpenHands Cloud this polling burns the full run
budget and causes timeouts, since CI often runs longer than the agent
sandbox allows.

Remove the "Ensure status checks pass" step from the shared prompt
template and replace it with a short completion note: the PR is the final
step, and the task is complete once the commit is app-signed (verified=true)
and the local checks in the formatting gate passed (task cli:lint:ci +
task cli:test, which mirror the prek pre-commit hooks). The agent stops
and reports the PR URL.

Changes:

• hack/automations/template.md.tmpl: drop the status-checks STEP block,
  add a one-paragraph completion statement.
• hack/automations/main.go: remove the now-unused StatusStepNumber render
  field and its PRStepNumber+1 computation.
• .agents/agents/*/agent.md: regenerated via go run ./hack/automations
  (14 files); go run ./hack/automations -check is clean.

Verification:

• go test ./hack/automations/ passes.
• golangci-lint --new-from-rev=origin/main ./hack/automations/ : 0 issues.
• Cloud automations synced via go run ./hack/automations -sync
  (14 synced, re-run idempotent: 14 ok).
