Add mise to the desktop prerequisites.
A desktop contributor who installs only the listed desktop prerequisites cannot run mise run desktop:setup. Add mise to the Desktop Application Development prerequisites, or move it to a shared prerequisites section.

Add the actual Go install directory to PATH.
If a developer sets GOBIN outside GOPATH/bin, go install places both plugins in GOBIN. This line then adds the wrong directory, so protoc cannot find the newly installed plugins unless that directory is already on PATH. Use go env GOBIN when set, and fall back to GOPATH/bin. (go.dev)

Install the configured Git hook stages by default.
If a contributor runs prek install, prek installs only the pre-commit shim. The commit-msg checks and this pre-push check then do not run during Git operations. Add default_install_hook_types = ["pre-commit", "commit-msg", "pre-push"], or require contributors to install each stage explicitly. (prek.j178.dev)

Preserve four-part versions for shellcheck-py updates.
This custom manager defaults to semver-coerced, but prek.toml pins shellcheck-py to v0.11.0.1. A revision that changes only the fourth component can compare as the same version, so Renovate can miss that update. Set loose versioning for this package to retain the fourth component.
