Publish DDS 0.3.0 and add Q-line identity

Summary

• move the five distributable DDS packages to public npm under @devslab at 0.3.0
• add the DevsLab Source-Available License 1.0 while keeping compatibility-canary private
• add the caller-supplied Q-line OSS mark component and canonical brand links
• remove the Toss-inspired wording from README and design-system docs
