Adds a DevRail Router prompt-size histogram so large-prompt guardrail behavior can be tuned from observed request sizes instead of only route_rule counts.\n\nWhat changed:\n- Adds devrail_router_prompt_chars histogram with existing request labels.\n- Carries extracted routing features into request telemetry paths.\n- Logs prompt_chars with completed backend response telemetry.\n- Documents the metric in README/changelog.\n\nValidation:\n- go test ./internal/server\n- make check
