Bug: warning no plugins enabled while a plugin is enabled

Notice the enabled plugin in lines 15-19

Repro:

• open default devproxyrc.json
• disable two default plugins
• copy-paste RetryAfterPlugin definition
• change the name to HarGeneratorPlugin
• change enabled to true > warning

Good catch. I've been able to repro. I'll work on a fix for this release.

The issue is being caused because the plugin name is not known and the plugin is not being included in the list of enabled plugins. I'll update the logic so that if the plugin name is not known, we respect that the plugin is enabled if set to true. This will ensure that any custom plugins will also work correctly.
